Burundi and South Africa Strengthen Public Service Training Ties Through Historic MoU

Pretoria, 26 March 2025 – A significant milestone in bilateral cooperation between Burundi and South Africa was achieved today as their public service training institutions formalized their partnership through a Memorandum of Understanding (MoU).

The Ecole Nationale d’Administration (ENA) of Burundi and the National School of Government (NSG) of South Africa cemented their commitment to collaborative public service excellence in a ceremony held at the NSG headquarters in Pretoria. The agreement was signed by NSG Principal Professor Busani Ngcaweni and ENA Director General Professor Jean de Dieu Ndikumana, with His Excellency Alexis Bukuru, Burundi’s Ambassador to South Africa, in attendance.

The morning ceremony began with a warm welcome address, followed by comprehensive presentations from both institutions highlighting their respective roles in public service capacity building. Professor Ngcaweni outlined the NSG’s vision for transformative public service training, while Professor Ndikumana shared ENA’s experiences in developing Burundi’s civil service capabilities.

During the signing ceremony, Ambassador Bukuru emphasized the significance of this partnership, noting that it marks a new chapter in South Africa-Burundi relations and demonstrates both nations’ commitment to improving public service delivery through knowledge exchange and collaboration.

 

Following the formal proceedings, the institutions exchanged commemorative gifts symbolizing their respective cultural heritage. The delegation then attended a networking lunch where informal discussions continued about future collaborative possibilities.

 

 

The afternoon program included a guided tour of the NSG’s state-of-the-art facilities, giving the Burundian delegation insight into South Africa’s public service training infrastructure. The day concluded with a visit to the Office of Public Service Administration, where the delegation learned about South Africa’s public service management systems.

The MoU focuses on several key areas of cooperation, including:

  • Exchange of training programs and methodologies
  • Joint research initiatives
  • Sharing of best practices in public administration
  • Development of common curricula

This partnership represents a significant step forward in strengthening South-South cooperation in public service excellence and demonstrates both countries’ commitment to improving governance through enhanced training and collaboration.
